Prepares budget and operational recommendations for the Board of Supervisors;
monitors and controls Countywide expenditures; analyzes and advocates legislation; coordinates capital projects and debt, asset, leasing and space management;
performs demographic and geographic research; monitors city redevelopment
activities to ensure legal conformance and mitigate negative impact on County
resources.

Provides central coordination for the County's strategic planning and performance measurement efforts; coordinates emergency preparedness activities and cost
recovery efforts following major emergencies and disasters; administers insurance management programs; addresses unincorporated area issues; advises on
international protocol issues; collaborates with departments to deliver
seamless service to children and their families.

Manages the County's employee relations program and compensation systems;
provides risk management services, including workers compensation, health
and disability benefits, and loss prevention. Coordinates centralized marketing
and workplace programs; provides centralized photographic and graphic
arts services; and initiates and promotes activities which provide information
about the County to the public.

Enforces state laws designed to prevent the introduction and spread of injurious insects, rodents, birds, predatory animals, weeds and plant diseases; regulates pesticide use by private and professional applicators; compiles crop data; regulates produce and egg quality; and inspects for accuracy all scales and meters used in trade throughout the County, also inspects packages at the wholesale and retail level for accurate labeling, advertised price accuracy, and investigates complaints regarding same. Operates the Environmental Toxicology Lab, a full-service chemical and Biological testing laboratory.

AIDS PROGRAMS AND POLICY

Plans, develops and coordinates HIV/AIDS-related activities within the Department of Health Services through subcontracted community-based agencies, hospitals, health organizations, and through the department's inpatient and outpatient facilities. Specific services include: AIDS risk reduction and prevention programs; HIV/AIDS medical outpatient, mental health, case management, and other HIV/AIDS services; liaison with providers, state, federal and private sector medicine on HIV/AIDS issues; strategies and implementation plan development for HIV/AIDS programs in cooperation with the community; grants and contracts development, administration and monitoring; and collection, analysis and release of HIV/AIDS data.

ALCOHOL-RELATED PROBLEMS

Offers alcohol and drug abuse-related prevention, residential and non-residential services for adults and youths. Services are provided through contracts with community-based agencies Countywide.

Provides arrest record information services for employment services, personal reasons, attorney representation, and mistaken identity (someone has used a person's name or an arrest has been placed on their record because of name similarity). Individuals seeking criminal records are only entitled to their own unless they have a notorized letter of authorization allowing someone else to access their criminal history. Employers normally use private companies to do background checks. However, the Sheriff's Department does conduct name-based background checks with the appropriate waivers and fees.
